Possible causes

The scaling table begins with an offset that refers to the next offset in the structure. The EndOfTable identification 0xFF stands at the end of this string. The minimum offset has to be at least 0x03 and 0x05 at the most. The scaling table must not begin with an EndOfTable identification.
